Under general supervision, develops and manages the Geographic Information System (GIS), graphics and database activity within the Town of Oro Valley.
ESSENTIAL FUNCTIONS
Performs analytical and technical work of GIS analysis, image processing, database management, and mapping.
Provides accurate and up-to-date data, maps to Town staff for decision making and improvement of organizational integration.
Provides assistance in the expansion and use of GIS, access to geographic data to Town employees and citizens.
Develops and maintains maps, data layers, cartography and computer related drafting/geographic information to the Town, including implementation of quality control procedures of GIS data.
Provides Town with GIS technical support.
Maintains town GIS to current and future industry standards.
Fills GIS/Map requests for Town departments.
Develops, implements, and maintains Utility Network models, ensuring integration with existing Geometric Network frameworks.
Performs analysis and troubleshooting of Utility Network issues, providing technical support and training for Utility Network applications.
Collaborates with town departments to ensure the Utility Network supports operational needs, including water, sewer, electric, and gas utilities.
Integrates Utility Network data with other GIS datasets to support comprehensive spatial analysis and decision-making processes.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of ESRI ArcGIS Software, to include ArcMap, ArcGIS Pro, Geometric Networks, and Utility Networks.
Knowledge of ESRI ArcgIS Enterprise, and ArcGIS Online.
Knowledge of Scripting to include SQL, Python, and Arcade.
Knowledge of, or ability to learn, Town and Department policies and procedures.
Knowledge of basic and advanced GIS practices.
Knowledge of basic surveying and mapping practices to include coordinate systems.
knowledge of planning and engineering practices and principles.
Knowledge of computer-assisted drafting (CAD) and design practices and methods.
Knowledge of reading Design and Asbuilt Plans to incorporate into GIS features and networks.
Skill in gathering and analyzing GIS data.
Skill in using AutoCad drawing software.
Skill in developing, maintaining and providing technical support of GIS maps and computer applications.
Skill in utilizing geoprocessing tools to perform analytical and technical tasks within the GIS environment.
Ability to communicate effectively both verbally and in written communication.
Ability to establish and maintain effective working relationships.
Ability to organize work, set priorities, meet critical deadlines and follow up on work assignments with minimal supervision.
Ability to follow verbal and written instructions.
MINIMUM QUALIFICATIONS
A bachelor’s degree from an accredited college or university in Geography, GIS or a closely related field.
Four (4) years’ experience in GIS analysis and technical work.
Two (2) years’ experience with GIS software applications or programs.
An equivalent combination of education and experience may be considered.
PREFERRED QUALIFICATIONS:
Two (2) years’ experience with Utility Network modeling and management.
