 the purpose of the class is to perform a variety of professional, technical and administrative work in developing, coordinating and implementing the County’s GIS databases and applications in conjunction with local County governments and public safety agencies; to provide assistance, consultation and training for GIS users; and to perform related work in public safety as assigned. The class plans, organizes and implements programs within major organizational policies and reports program progress to executive-level administration through reports and conferences. 

Duties

ESSENTIAL JOB FUNCTIONS

  • Develops, coordinates and implements the County’s GIS databases and applications. 
  • Assists in the supervision of assigned support staff.  Supervisory duties include instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; selecting new employees; acting on employee problems; recommending and approving employee discipline; and recommending discharge as appropriate.
  • Coordinates GIS activities and functions with those of other County public safety departments and outside agencies as appropriate; communicates with County staff to determine GIS requirements.
  • Provides coordination and support for all County public safety GIS resources and activities. 
  • Provides assistance, consultation and training for County GIS software and hardware users. 
  • Directs conversion of existing paper, computer and GIS data to appropriate formats for County-wide GIS implementation; analyzes proposed projects; and recommends and sets priorities for geographic information solutions. 
  • Sets up and operates computerized geographic information systems to manage relational database design and implementation; conducts spatial analyses; and produces maps, reports and formal presentations. 
  • Provides GIS system analysis support to develop, manipulate, retrieve, maintain and archive established resource databases to meet the data management and analysis requirements of the County. 
  • Develops GIS data sources; assists in maintaining data required by various County public safety departments; coordinates County data standards and Global Positioning System (GPS) data collection. 
  • Researches and prepares project proposals; determines resource estimates and requirements, project methodology and project deliverables. 
  • Gathers, interprets and prepares data for studies, reports and recommendations. 
  • Develops and maintains County GIS data sharing and access system along with agreements. 
  • Assists in maintaining all addressing and road centerline GIS data layers for use in the E911 system to include work with Intrado to confirm 911 address ranges and telephone numbers.
  • Manages all GIS data for the Consolidated Dispatch Center (E911) including updating data layers; supporting dispatch center staff on mapping/addressing issues; troubleshooting; and working with other County IT staff and E911 software technical support to maintain mapping programs to include Automatic Vehicle Locating.
  • Makes presentations to government organizations, civic/community groups, and the general public as required. 
  • Attends training, seminars and conferences; conducts research to stay abreast of trends and resources in GIS technology and applications. 
  • Receives and responds to employee inquiries, concerns and complaints regarding GIS procedures and services. 
  • Attends department, committee and other meetings as necessary. 
  • Performs other related job duties as assigned.

Qualifications

 

Education and Experience:

Bachelor's degree preferred in computer-aided drafting, GIS technology, computer technology, geography or a closely related field.  Master's degree preferred.

Requires at least five (5) years of related work experience.

 

Special Qualifications:

Must possess valid state driver's license.

Must possess relevant GIS certification.
