GIS and Right of Way (ROW) Manager

Under general supervision of the COO, oversees the Middle Rio Grande Conservancy District’s (MRGCD) GIS and Right- of-Way (ROW) operations. Ensures the accuracy and maintenance of geospatial data, supervises property mapping and annual revisions, supports internal and public data accessibility, and administers and enforces the Right of Way Management Program including licensing of infrastructure, land sales and general land management; collaborates with internal teams, external agencies, and stakeholders to support infrastructure projects and ensure compliance with legal and regulatory requirements.

Essential Duties & Responsibilities:

GIS Duties and Responsibilities

  • Manages and maintains the MRGCD’s GIS databases, ensuring data integrity, security, and
  • Leads the development and maintenance of GIS tools, workflows, and mapping systems to support irrigation, drainage, infrastructure planning and business system integration.
  • Supervises GIS staff, assigns projects, resolves procedural, operational and other work-related problems, evaluates performance, and provides technical guidance.
  • Ensures annual updates to property maps and web-based applications based on plats, surveys, deeds, and other legal instruments.
  • Coordinates with engineering and operations teams to integrate GIS with infrastructure management and land-use planning.

  • Researches and implements new GIS technologies to improve operational
  • Coordinates with IT department to support maintenance of SQL databases, GIS servers, and SSL
  • Oversees maintenance of ArcGIS Portal, ArcGIS Online, ArcGIS Server, and ArcGIS
  • Administers geospatial and SQL databases (e.g. user account access and schema development).
  • Installs and administers ArcGIS

Right-of-Way Duties and Responsibilities

  • Negotiates right of-way permits and related services for legitimate access to MRGCD property and to protect MRGCD property and interests
  • Evaluates and manages right-of-way acquisition, easements, property agreements, and related
  • Ensures compliance with local, state, and federal land-use regulations and ROW
  • Conducts inspections of right-of-way with staff in other divisions and agencies as needed to verify ROW conditions and survey accuracy to determine recommended actions and direct activities to ensure optimum project coordination.
  • Supervises Right-of-Way staff, prioritizes and assigns work and projects, resolves procedural, operational and other work-related problems, evaluates performance, and provides technical

  • Performs as an MRGCD liaison to County Assessors, surveyors, and stakeholders to ensure alignment of property records.
