POSITION SUMMARY 

The GIS Technician will be responsible for assisting the GIS Analyst and Staff in developing, maintaining, and updating various GIS data and database layers. This position will also create maps, conduct research, perform basic GIS analysis, and perform field collection of data assets with GPS equipment.

ESSENTIAL FUNCTIONS 

The following duties are typical for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to demonstrate competence and satisfactory performance of these duties. Other duties may be required and assigned.

  1. Collects, creates, modifies, and maintains data using Field Maps and tools.
  2. Performs data analysis using ArcGIS Pro, ArcGIS Online, and other software; understands and can apply the capabilities of GIS, databases, and other programs to solve spatial and relational problems. 
  3. Designs, implements, and maintains GIS and relational databases. 
  4. Conducts data analysis and preparation of documents, data reports, and maps. 
  5. Ensures that accurate and complete metadata are developed for all data sets created by GIS staff and that metadata is distributed with data when requested. 
  6. Assigns 911 addresses, notifies impacted agencies and property owners, and prepares record documents.
  7. Communicates technical GIS information with non-technical GIS users.  
  8. Responds to inquiries from property owners, staff, residents, and other interested parties regarding mapping, address assignments, and other solutions.
  9. Works in a team setting with other departmental staff members to identify effective ways to complete various planning projects and outreach efforts. 
  10. Coordinates with other staff to develop materials needed for public meetings, workgroups, council meetings, and other meetings as needed.
  11. Supports utilities, Capital Improvements, engineering, public safety, fire rescue, and other City and partner agencies in collecting field data and field verification.
  12. Maintains working relationships with GIS vendors and partners, including ESRI, CityWorks, Grayson Central Appraisal District, and others.
  13. Reviews and contributes to GIS standard operating procedures and division processes based on best practices and industry standards.
  14. Builds and inputs .pdf and other static data sets into GIS files and adds to the City’s GIS layers.
  15. Supports the GIS Analyst in administration of the system, including but not limited to assigning access, adding and removing users and groups, and data management.
  16. Performs other duties as assigned.

KNOWLEDGE SKILLS AND ABILITIES

  • Knowledge of Environmental Systems Research Institute (ESRI) processes.
  • Knowledge of ArcGIS Pro, Online and Enterprise, and ability to use analytics and dashboards.
  • Knowledge of Geographic Information System concepts, design methods, procedures, techniques, and methodology; complex principles and practices of record keeping.
  • Ability to follow instructions, safety practices and standard operating procedures in performing assigned tasks.
  • Ability to meet deadlines and manage competing priorities.
  • Ability to develop and maintain positive working relationships with staff, City partners and contractors, and community stakeholders.
  • Ability to perform work accurately and thoroughly.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Ability to design and implement GIS data layers.
  • Ability to be punctual and maintain consistent attendance.

  • This position involves both inside and outside environments. Some exposure to adverse/inclement weather conditions and uneven terrain while working outside, such as on construction sites.  
  • Must be able to bend, climb and squat to perform duties.  Must be able to lift, push, pull and carry objects weighing up to 25 pounds.  
  • Must maintain physical condition necessary for walking and standing for prolonged periods of time.  
  • Hearing and vision must be satisfactory to the degree that duties may be performed effectively and safely.

MINIMUM REQUIRED QUALIFICATIONS

  • High School Diploma/GED
  • Current Valid Driver License
  • Driving Record sufficient to be insured by City carrier.
  • 2+ years’ experience in Geography, Engineering, Surveying, Computer Science, or a closely related field.
  • 2+ years’ experience contributing to GIS production, maintenance, and/or administration.

PREFERRED QUALIFICATIONS

  • Associate’s degree in Geography, Engineering, Computer Science, or a closely related field with experience in GIS production, maintenance, and/or administration.
  • Undergraduate degree in Geographic/Geospatial Information Science.
  • 2+ years experiences in a GIS production environment with experience in calculations, cartography, CAD drafting.
  • GIS Administrator certification from ARCGIS, ESRI, or other industry standard certification agency.
  • Or an equivalent combination of education and experience.
