The City of Madison Information Technology Department is looking to hire an experienced professional to serve as a GIS Technical Coordinator providing support for the City's enterprise-wide GIS infrastructure.  GIS work is completed in many different City agencies by numerous employees, who rely on the infrastructure in order to provide accurate and reliable information to decisionmakers and the community at large. This position is responsible for maintaining the health of the City's centralized GIS infrastructure through process improvement and automation where practical, along with the independent application of professional skills in providing standardized developmental or support activities, and/or serving as a contributing member on more diverse team efforts. Work is performed under the general supervision of a Team Leader (Principal IT Specialist).

This series is structured to provide advancement from IT Specialist 1 to IT Specialist 2 and IT Specialist 2 to IT Specialist 3, as a function of the employee's career development and generally occurs after two years at each level. Progression to an IT Specialist 4 is not automatic, but rather is dependent upon the incumbent taking on additional duties and responsibilities as well as the needs of the department and is generally accomplished through competition or a position study.

Examples of Duties and Responsibilities

 

Administer the GIS/ESRI Technical Infrastructure

  • Administer licenses and manage permissions.
  • Manage desktop versions and back-end versions.
  • Manage integrations with other applications.
  • Support Open Data Portal by assisting in publishing new data.
  • Support Publishing of Maps and Apps.
  • Maintain accurate and up-to-date documentation.
  • Develop and automate quality assurance/control routines and processes to ensure good health of the City’s GIS environment.
  • Develop and maintain annual and long-range plans for the City’s GIS technical environment and services for the City, including budgets and implementation plans.
  • Coordinate the purchase and installation of hardware and software.
  • Serve as the Main Point of Contact with ESRI.

Support the Citywide GIS Program

  • Participate on interdepartmental GIS usage teams, coordinating with other City agencies to determine the most effective use of the GIS program.
  • Maintain a familiarity with activities and trends in the field of geographic information systems and recommend actions to improve techniques, facilities, services, and procedures.
  • Coordinate activities with various City agencies and public and private agencies to facilitate the exchange of digital data and the sharing of resources. Recommend design or procedural techniques that will allow for the interfacing of the respective agency and City's GIS technology and systems with other major systems and data sources. Coordinate the continual sharing/exchange of data and resources.
  • Make recommendations for GIS Products and upgrades to IT Leadership

Internal Administrative Tasks:
  • Include racial equity and social justice considerations in projects and initiatives .
  • Attend training on technologies and other required job skills as needed.
  • Attend Team Meetings – prepare and follow up, participate in meetings. 
  • Perform recordkeeping such as time spent on various tasks, tracking progress on tasks and recording new assignments. 
  • Communicate with customers by participating in analysis meetings, following up for information via email or phone, keeping customers apprised of status, all by following protocols that may be particular to a customer or project. 
  • Participate in on-call rotation. 

Perform related work as assigned.

 

Minimum Qualifications

 

Four (4) years of professional information technology experience with the following:

  • Geographic Information Systems (GIS).
  • RDBMS systems, such as Microsoft SQL, TSQL language and database servers.
  • ESRI suite of products.
  • Python and/or FME scripting.

Familiarity with the following:

  • SaaS, Client/server and n-tier applications and issues related to them.
  • Windows 11 desktop Operating System. 
  • Microsoft Office Suite of products. 

OR

  • Two (2) years of professional experience in GIS, Asset Management and/or Computer Maintenance Management Systems development AND
  • Degree in GIS, computer science or a related field.

Special Requirements

 

Ability to meet the transportation requirements of the position.

Physical Requirements:

Work is primarily performed in an office environment. Employees will be expected to use standard office equipment such as a telephone, computer, calculator, copier, and fax machine. Must have the ability to view and interpret a map online.
