GIS Analyst II

San Juan County is excited to invite candidates to apply for our GIS Analyst II position. First screening of resumes will be on January 12, 2026. Please note that this position will require office work be performed in Friday Harbor. 

Under the general supervision of the GIS Program Coordinator, performs complex GIS tasks including data development, spatial analysis, custom map generation, GPS data collection and post-processing, E911 addressing, and preparing reports. Must be able to work both independently and as part of a team, meet deadlines, and produce high-quality work

1. Designs, develops, and maintains GIS databases.
2. Designs, creates, and maintains address, road, fire, law, EMS, and other geographic databases as per Federal NENA and State Next Generation 911 (NG911) requirements.
3. Meets or exceeds Federal NENA and State NG911 data quality standards.
4. Troubleshoots NG911 GIS call routing errors within the timeframe set by the State of Washington.
5. Interacts with vendors to design, implement, and/or troubleshoot NG911 GIS and other related issues.
6. Attends NG911 GIS conferences, workshops, and training as required by the State of Washington.
7. Maintains the Master Street Address Guide (MSAG) and Automatic Location Identifier (ALI) databases.
8. Develops automation procedures to facilitate data extraction, transformation, and loading (ETL) of data using ESRI’s Model Builder, Data Interoperability Extension, Arcade, and Python tools.
9. Works with ESRI’s ArcGIS Online and Portal to deploy web-based maps and GIS data.
10. Works with outside agencies such as the Town of Friday Harbor, USPS, US Census, Washington State, BLM, DNR, Google, and others to keep GIS data current.
11. Communicates with citizens and processes their address requests. 
12. Maintains address data in multiple databases (SQL and to ESRI)
13. Properly handles sensitive personal  and protected data according to established County policies.
14. Presents to and educates the San Juan County Council, managers, and general citizenry on the NG911 project.
15. Assists Public Works with the mapping and processing of new or revised roads.
16. Performs complex spatial analyses, interprets data, and applies information to solve problems.
17. Prepares reports or technical documents based on findings of analysis.
18. Creates custom maps, map documents, and online mapping projects.
19. Develops GIS applications to improve efficiency and productivity.
20. Field collects and post-processes high-accuracy GPS data using Trimble or other equipment.
21. Assists internal and external County GIS users with technical questions and issues.
22. Apply quality control procedures on data to ensure accuracy through the GIS Change Control process
23. Attends, provides input, and occasionally presents at the San Juan County GIS Users’ Group.
24. Work with the highest ethical standards, providing courteous and timely service under RCW 42.23.020-070,42.17.310, and the San Juan County Personnel Rules.

1. Acting within the scope of their responsibilities, work as a public employee and municipal officer with courtesy and professionalism, adhering to the highest standard of ethics in accordance with RCW 42.52.
2. Perform other related duties as assigned.

Bachelor’s Degree in GIS, Geography, Geology, Urban Planning, or a directly related field, and a minimum of four years of professional experience in GIS and computerized databases.
 
PREFERRED QUALIFICATIONS:
Bachelor’s Degree in GIS and a minimum of four years of professional experience in GIS and database management.

KNOWLEDGE, SKILLS AND ABILITIES:   
Knowledge of:

• GIS concepts, methods, and software (ArcGIS Desktop Advanced & ArcGIS Pro) at an intermediate level.
• E911 and NG911 theories, principles, and practices related to GIS data development and maintenance.
• The theories, principles, and practices related to GIS, engineering, surveying, mapping, and land use planning 
• Geodatabase design and theory.
• Spatial analysis and topology tools and procedures.
• GPS systems, hardware, and software.
• Database design and management practices.

• Meet deadlines, produce high-quality work, and maintain a professional demeanor.
• Communicate effectively verbally and in writing to a diverse and occasionally hostile audience.
• Work independently, with minimal supervision, and exercise good judgment to ensure goals are met.

• Program tools using Excel, Python, SQL, Model Builder, and the ESRI Data Interoperability Extension, or other programming languages.

• Work requires frequent sitting and operating a computer. 
• Involves walking, talking, hearing, using hands to handle, feel, or operate objects, tools, or controls, and reaching with hands and arms. 
• Vision abilities required by this job include close vision and the ability to differentiate colors or adjust focus. 
• The employee is occasionally required to lift objects weighing up to 10 lbs. or more. 
• The noise level in the work environment is moderately quiet, while in the office, or moderately loud when in the field. 
• The employee should be able to operate a County-provided vehicle and boat (boat is preferred but not required), often in remote locations. 
• They should be able to safely work in and around traffic.
