The State of Connecticut’s Office of Policy and Management (OPM) is currently seeking a qualified individual for the position of GIS Analyst (Research Analyst) in their Data and Policy Analytics Division (DAPA).
This is a full time (40 hours per week) position conveniently located in Hartford, CT, easily accessible to all major highways.

Support better decision-making by performing data analysis, development, aggregation, and visualization.
Assist in managing a geospatial data clearinghouse for public access to geospatial information through the CT Geodata Portal.
Develop and implement repeatable GIS, data science, analytics, and mapping workflows to help solve real-world problems.
EXAMPLES OF DUTIES
Support the collection, compilation, and dissemination of geographic information systems (GIS) data across the state, including from and to state agencies, councils of government, municipalities, and other constituencies.
Contribute to the management of a geospatial data clearinghouse for public access to such information through the online repository, described in section 4-67p of the general statutes.
Support the creation and acquisition of GIS data, including aerial imagery, elevation, hydrographic data, and parcel information.
Assist GIS Office staff in developing and maintaining up-to-date broadband maps, showing availability and adoption of broadband service, including publication of map data through the geospatial data clearinghouse.
Perform technical data processing to aggregate and organize existing data sets and create new data sets.
Develop interactive web mapping applications and static maps for state agencies and external stakeholders;
Develop and implement repeatable data science, analytic, and mapping workflows;
Support in assisting state agencies with their GIS needs by participating in meetings, sourcing data and tools, providing technical support, and developing static or web maps.
Conduct training and outreach on GIS data, analytical techniques, and geospatial programs and methods.
Perform related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Six (6) years of professional experience in research, data analysis or economics.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
A Master's degree in economics, statistics or a closely related field may be substituted for one (1) additional year of the General Experience.
Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.
PREFERRED QUALIFICATIONS
Experience working in state, municipal, or federal government;
Experience developing workflows, templates, and standard operating procedures to streamline processes and improve user experience;
Experience explaining complex, technical subject matter to a general audience;
Experience with one or more of the following: parcel and CAMA data, raster data and methods, utility data, natural resource data, planning and zoning data, and address data;
Experience creating interactive and static geospatial visualizations such as dashboards, reports, maps, posters, and web content to present key findings and information;
Experience with web content management;
Experience with data discovery, cleaning, processing, and dissemination for large spatial and non-spatial datasets (e.g., spatializing non-spatial data, schema transformations, error correction); and
Experience with GIS Software, ETL processes, scripting, and query languages (e.g., ArcGIS, SQL, Python, R, JavaScript, FME).
