Why does the job exist?

The job exists to provide high quality geographic information systems (GIS) support, expert advice, analysis, and custom solutions to the New Mexico Environment Department (NMED).  NMED tasks hundreds of geoscientists with collecting data, much of which has a spatial component, to carry out its responsibilities regulating environmental permits as required by federal and state laws.

Spatial analysis and presentation of data is critical for much of this work, and off-the-shelf solutions only achieve part of it.  Consequently, a senior GIS specialist who can create custom solutions such as web apps, mobile apps, and designing geodatabases customized for use by each bureau is highly important to the NMED's mission.

How does it get done?

- Utilize desktop and laptop computers, mobile devices, and global positioning systems (GPS) receivers to perform spatial data collection, analysis, and cartography
- Use low code platforms (drag and drop websites) to create web maps and apps
- Use JavaScript, Python, Arcade, Structured Query Language (SQL), or other languages to customize and automate spatial tools, queries, and data processing
- Administer geographic information system (GIS) software installation and licensing for GIS users
- Design, maintain, and manage the publication of enterprise spatial geodatabases to support organizational GIS users.
- Train other staff in the use of geospatial technology for data collection and analysis
- Coach staff in the proper applications and publication of spatial data

- New Mexicans to protect and restore the environment
- Occasional contact with external Federal, State and Local regulatory bodies as well as contractors and environmental not for profit organizations

Ideal Candidate

The ideal candidate will have experience in the following:
- Use of GIS desktop and cloud based software such as ArcGIS Pro, QGIS, ArcGIS Online, and Google Earth Engine
- Geographic positioning systems (GPS) receivers, mobile field collection devices, or unmanned aerial systems (drones)
- Installation and configuration of server software under Windows or Linux such as ArcGIS Enterprise Portal, Flex License Manager, PostgreSQL, or Apache Tomcat
- General office software, such as word processors, spreadsheets, and presentation software

Minimum Qualification

Bachelor's degree in Geographic Information Systems, Geography, Planning, Geology, Cartography, Urban Studies, Landscape Architecture, Civil Engineering, or Computer Science and two (2) years of experience in geospatial data management. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.

Employment Requirements

Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certificate as a condition of continued employment.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) Some sitting, standing, bending, and reaching may be required.
