Emergency Management GIS Specialist

This position is a two (2) year Term Limited Temporary (TLT) or Special Duty Assignment (SDA) position.

THIS ROLE IS CONSIDERED A FIRST RESPONDER AND MUST PHYSICALLY REPORT TO WORKSITE. THIS IS AN IN-OFFICE POSITION 

King County's Office of Emergency Management is looking for a GIS Specialist to join our team.  Position is responsible for working on Geographic Information Systems data supporting Emergency Management planning and operations efforts in King County. The GIS Specialist will support analyzing, acquiring, creating and maintaining spatial and tabular Geographic Information Systems data and appropriate metadata. This classification performs moderately complex GIS systems and customer business analysis, GIS programming includes writing and maintaining complex routines that interact with other applications, and provides GIS training to departmental end users.

This person will be a key player in the planning and development for present and future services. Roles involve daily interaction with senior-level management, elected officials, and multiple intergovernmental partners. Requires a self-starter who is interpersonally and politically savvy, can work on multiple projects, and is a great problem solver.

Position:

The GIS Specialist will work closely with the Risk Reduction and Operations, and Planning Sections of King County Office of Emergency Management (KCOEM), specifically the Technical Operations Program Manager, Hazard Mitigation Coordinator, and the mission area planners in support data analysis, hazard mapping, and enhancing emergency response webpage for public notification. 

The GIS Specialist will attend planning team(s) meetings, facilitate the development of public facing and internal planning maps demonstrating hazards, critical infrastructure, and other critical resources, and staff the Emergency Operations Center when activated. The GIS Specialist will support training of OEM staff members and partners on developed tools, collaborate with other GIS professionals at King County and emergency management agencies, and develop interfaces with existing platforms.

 

Job Duties

 

SCOPE OF JOB DUTIES - The successful GIS Specialist candidate, at a minimum, will demonstrate skill and ability to:

  • Support the development and administration of multiple emergency management programs focused on preparedness and operations, which may include complex components of hazard and threat identification, risk assessment, emergency planning, capability development, and training and exercises.
  • Participate in Emergency Operations Center (EOC) operational readiness activities including writing procedures and coordinating maintenance of equipment, training, and exercises.
  • Work with OEM staff members in the development and delivery of disaster management training programs, courses, and preparedness presentations to diverse audiences; schedule location and training; and coordinate training materials and other training needs as required. 
  • Coordinate with city, county, state, federal, and other partners on emergency operations plans and procedures. 
  • Perform GIS data analysis, management, and display. Ensure GIS products interact with other applications.
  • Perform moderately complex or specialized data conversions as needed to conform to King County GIS data standards.
  • Analyze customer business needs to define appropriate GIS products or services; design and create maps.
  • Manage and maintain data integration into department/division and King County spatial database related products to production quality standards.
  • Coordinate with GIS professionals to ensure successful delivery of GIS data, products, and services.
  • Perform and/or monitor spatial database processes, versioning, data backup and security, and archiving; monitor and test data catalog for accuracy and usability; monitor system performance and maintenance.
  • Coordinate data acquisition and use with County professionals and outside agencies.
  • Coordinate with KCGIS Center and other GIS entities during normal times, and during EOC activations. 
  • Provide on-site assistance and implementation support to other users.
  • Staff the Emergency Operations Center during activations. Be available to support long shifts on short notice. 

 

Experience, Qualifications, Knowledge, Skills

 

WE ARE LOOKING FOR CANDIDATES WHO:

  • Have a background and knowledge of GIS programming, data analysis, customer business analysis, training, data conversions, data acquisition and management and systems analysis.
  • Have a background and knowledge of ArcGIS 11.1; Knowledge and skills with current-state ArcGIS Online, ArcGIS Pro, and ArcGIS Solutions; Spatial Analyst; 3D Analyst; Network Analyst; Geostatistical Analyst; Python; Model Builder, and ArcSDE.
  • Have a background and knowledge of current GIS technologies, principles and practices and local, state or federal programs; OR any combination of education and experience that clearly demonstrates the skill and ability to perform the job duties.
  • Are able to convey technical information to non-technical users.
  • Have strong oral and written communication skills, as well as project management, planning and organization, and customer service skills.
  • Have a track record of developing and maintaining working relationships with a variety of constituents and individuals from diverse backgrounds.
  • Are flexible and can adapt as required, while working in a multi-faceted and sometimes ambiguous environment. 
  • Have Analytical, problem-solving and troubleshooting skills.
  • Are comfortable and proficient with the use of office productivity tools in daily work (The County uses Microsoft Office, and other online collaboration tools).
