Bent Ear Solutions is currently seeking a Senior GIS Manager. Experience in public safety, emergency management, or a related field is helpful. This position demands high levels of teamwork, flexibility, and the ability to adapt to frequent changes in processes, priorities, and availability. In this role, you will lead a team of developers, consultants, analysts and project managers, you will deliver high-quality, client-focused services. Understanding how GIS can support and enhance security and public safety operations is an important component of this position. The position also requires the ability to listen for and capture client requirements and turn those requirements into technological solutions. At BES, we help our clients do more with the technology they already own and this position plays a key role in meeting that mission.

RESPONSIBILITIES

  • Work with project/client leadership to oversee GIS solution design and development.

  • Coordinate, support, and lead a team of GIS analysts, developers, and data scientists.

  • Effectively coordinate and communicate with team members and stakeholders as well as manage projects independently, for optimal results in a fast-paced work environment.

  • Be client-focused and adaptable to changing requirements and needs. Strive to exceed expectations by delivering the highest quality of work.

  • Communicate findings and recommendations clearly and confidently to colleagues,  stakeholders, and project leadership.

  • Adhere to policies, procedures, regulations, and agreements related to information security.

  • Complete all aspects of assigned GIS projects, including design, maintenance, and production of geographic data and applications.

  • Maintain and update GIS databases, ensuring data integrity and consistency.

  • Conduct thorough research and analysis using GIS tools to enhance intelligence and operational effectiveness.

  • Develop and maintain GIS documentation and standard operating procedures.

  • Stay informed of emerging GIS technologies and their potential to enhance organizational capabilities.

  • Work closely with project leads and team members to design and implement effective task assignment strategies, considering factors like expertise, workload, and project goals. Ensure tasks are distributed efficiently and aligned with project timelines.

KNOWLEDGE & SKILLS

  • Experience leading people and diverse teams.

  • Experience with project planning, including tools such as DevOps, Planner, Smartsheets, Project, or similar tools.

  • Experience maintaining project timelines and leading teams to ensure work is completed efficiently and effectively.

  • Proficiency in conducting objective research and applying advanced analytical techniques.

  • Skilled in applying logic and reason to both routine tasks and new or complex situations.

  • Ability to engage effectively with stakeholders and partner agencies, representing the organization and client professionally.

  • Extensive experience in developing visually-appealing applications using Experience Builder, Dashboard, and other ArcGIS Web Application configuration tools.

  • Extensive experience with web-based GIS using the Esri platform, including ArcGIS Online, Portal for ArcGIS, and related applications (Survey123 Connect, Dashboard, ArcGIS Hub, Map Viewer, Experience Builder, etc.).

  • An understanding of ArcGIS from an IT perspective, including hardware, software, storage, security, networking, servers, databases, web services, virtualization, and cloud computing.

  • Experience in designing, collecting, maintaining, validating, and publishing GIS data on the Esri ArcGIS Online platform and ArcGIS Pro, utilizing geodatabases, published layers and other associated data types.

  • Ability to engage effectively with stakeholders and partner agencies, representing the organization and client professionally.

  • Ability to review, revise, and report on data and information, including sensitive items.

  • Strong problem-solving skills in both independent and team settings.

  • Skilled in applying logic and reason to both routine tasks and new or complex situations.

  • Strong writing and grammar skills, ensuring clear and concise communication.

  • Experience with databases and data modeling.

EDUCATION & POSITION REQUIREMENTS

  • Bachelor's degree in Computer Science, GIS, Geography, or related field.

  • 8+ years of experience in GIS (geospatial intelligence preferred).

  • Experience leading teams and managing a portfolio of work.

  • Ability to leverage cartography creatively, transforming spatial data into innovative and valuable information products tailored to meet the diverse needs of clients.

  • Willingness and desire to learn new skills as our small company dictates throughout its growth.

  • Excellent communication, problem-solving, and interpersonal skills.

  • Ability to work 40 hours or more a week as required by workload.

  • Ability to obtain Top-Secret Security Clearance.
