GIS Analyst

The City of Asheville is seeking qualified candidates for it's GIS Analyst position within the City of Asheville Water Department. This position inputs and maintains accurate water infrastructure data into geographic information system (GIS) and provide GIS support for the Water Resources Department and other City work activities.

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Collects water system infrastructure data: obtains infrastructure details from global position system (GPS), imagery, staff reports, or other methods; enter and/or downloads collected GPS data into GIS database; verifies and updates information; identifies relevant available data sources; and assists in gathering and analyzing information from other City departments, as well as other local, state, and federal agencies and private sources to maintain accurate data. 

Maintains and updates maps and related files: identifies, inputs, and edits key data points into the database; revises maps to correct errors and to record various changes to water system infrastructure; adds or updates water system infrastructure; coordinates with field crews to collect and verify field data; and updates connected database information. 

Assists with the manipulation, storage, and retrieval of information in the GIS: assists with the design, develops, and edits GIS spatial and tabular database; performs routine analysis and limited spatial queries; and makes recommendations regarding data collection methodologies, data dictionaries, and other system capabilities and use. 

Maintains hydraulic model and conducts fireflow modeling: regularly updates hydraulic model from GIS inventory; coordinates with fire departments to determine requirements, boundaries and timeframe; evaluates accuracy of hydrant locations and attributes

Digitizes maps, plans, and drawings: interprets maps and as-built drawings; takes counts of feature points from as-built drawings; digitally records dimensions, features, and key reference points; edits and revises data to ensure integrity and continuity of data input; and saves files in accordance with protocols. 

Provides customer service: receives and responds to requests for data and information; conducts research required to answer customer questions; provides maps or data to customers; serves as a technical resource; and logs work tickets and customer interaction. 

Composes and produces presentation-quality maps and plots: analyzes, integrates, and displays various geographic data using GIS system; determines the details of the map to be shown; consults with users to identify needs; designs cartographic appearance including size, scale, legend, and map elements; and identifies the most current data to use. 

Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives, reviews, prepares, completes, processes, forwards or retains as appropriate various forms, reports, spreadsheets, correspondence, as-built drawings, GPS data, maps, work tickets, regulatory reports, and other documentation; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records. 

Operates a personal computer to enter, retrieve, review, or modify data, utilizing word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions. 

Additional Functions:

Performs other related duties as required. 

Minimum Qualifications:

Bachelor’s Degree in Geographic Information Systems, Geography, Information Systems, or a related field required; with two (2) years of experience minimum and three (3) years preferred in GIS; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. 

Specific License or Certification Required:

Must possess and maintain a valid North Carolina driver’s license. 

Preferred Qualifications:

• Knowledge of ESRI software including ArcPro and ArcGIS Online

• Knowledge of Innovyze InfoWater

• Ability to recognize discrepancies in attribute data and perform quality checks on own work.

• Ability to establish and maintain effective working relationships with other staff, management, contractors, and the public.

• Ability to think creatively, initiate research, and bring resources together to resolve a problem or provide a solution.

• Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all City or departmental policies, practices, and procedures necessary to function effectively in the position.
